Data Governance Sub-Committee

Mission Statement

The UATSC's data governance sub-committee is a permanent group charged with enhancing data-driven decision-making for the University of Virginia's Advancement enterprise. This committee works on assessing current and future data needs, setting clear guidelines for data ownership and management, and making recommendations to University Advancement leadership while maintaining a broad organizational view and supporting necessary local autonomy. Its work is continuous, focusing on constant enhancement rather than being a singular IT project.

This charter formally authorizes the data governance sub-committee of the University Advancement Technology Steering Committee (UATSC) to operate as the data governance body for the Advancement enterprise at the University of Virginia. Efforts of this group will be reported to the UATSC at each meeting, with ultimate authority resting with the VP for Advancement at the University of Virginia. 

The data governance sub-committee of the UATSC operates as a standing committee with the purpose of fostering an optimal environment for data-driven decision-making within the Advancement enterprise at the University of Virginia. This committee is dedicated to identifying existing data and determining future data needs. It aims to clearly outline responsibilities related to the ownership and management of data, assigning accountability for these responsibilities to specific groups or individuals within our organization. Our mission and objective are centered on maintaining an enterprise perspective while allowing for local and departmental flexibility when appropriate. The sub-committee's efforts are an ongoing initiative, requiring ongoing monitoring and maintenance to support continuous improvement; it is not a one-time information technology project. 

Key stakeholders in matters of Advancement data governance include University leadership, all professional members of the Advancement community (i.e., University Advancement and University Affiliated organizations), and constituents (i.e., alumni, students, friends, patients, and donors) of the University of Virginia. 

  1. Data is a strategic enterprise asset and should be managed as such.

  2. Data governance is a program and a business discipline, not a project, which needs ongoing investment, support, and exposure.

  3. Data governance is the foundation upon which all enterprise information initiatives are built. 

  4. Data governance and stewardship are a shared responsibility between business and IT. 

  5. A common glossary should exist with shared and approved business terms and data definitions, outlining clear curatorship and ownership processes. 

  6. There is only one version of the truth for enterprise data, which is actively managed and trustworthy. 

  7. Data management needs to comply with legal and regulatory requirements, internal policies, and follow industry best practices and standards. 

  8. Enterprise data is accessible and understood by relevant roles as needed in order to carry out their duties. 

  9. Accountability for different data management practices is clearly defined, assigned, and managed. 

  10. Data governance efforts, goals and objectives, priorities, decisions, and deliverables (procedures, processes, standards, policies, framework, etc.) are always communicated and made available to the entire enterprise. 

The primary objectives of the data governance sub-committee are to: 

  1. Create Data Policies and Standards
    1. Establish clear accountability by defining roles, responsibilities, and decision rights by recommending and creating policies, procedures, and standards.
    2. Foster collaboration and provide educational support related to policies and standards.
  2. Facilitate Information Quality
    1. Identify and catalog relevant data for the Advancement enterprise at UVA.
    2. Formalize professional data ownership and management.
    3. Define the responsibilities of data owners and managers in ensuring data integrity, quality, and fitness for use.
    4. Emphasize that data consumers share the responsibility of providing input to support continuous service and data improvement.
  3. Support Data Security and Compliance
    1. Uphold existing standards to comply with privacy, security, and record retention policies for different record and technology types. Develop relevant risk management strategies as needed.
    2. Ensure alignment with UVA, Commonwealth, and Federal policies in privacy, security, and record retention matters.
  4. Support Information Literacy and Data‐Driven Decision‐Making
    1. Cultivate a culture of information literacy to enable data-driven decision-making. Key components of this include policies and standards, information quality, architecture and integration, compliance, and security.
    2. Collaborate with UATSC members and other Communities of Practice to disseminate information and educate colleagues on relevant matters.
